2012年3月在印度新德里召開金磚五國首腦會(huì)議后，金磚五國海纜項(xiàng)目于2012年4月推出。

據(jù)參與推廣項(xiàng)目的Imphandze公司首席執(zhí)行官Thylan Chetty稱，即將在3月底德班舉行的金磚五國首腦會(huì)議為促進(jìn)金磚五國推進(jìn)項(xiàng)目提供了一個(gè)強(qiáng)大的契機(jī)。

Thylan Chetty說，該項(xiàng)目的海纜長約34000千米，容量為12.8兆/秒，容量的變量取決于某段海纜建造與購買的最佳組合，而這又根據(jù)投資者對海纜的容量需求而定。

Chetty說：“為了達(dá)到更具商業(yè)吸引力的利益，該項(xiàng)目發(fā)起人正在調(diào)查一些涉及不同組合式可能出現(xiàn)的情況：
i) 臨界段海纜的綠色領(lǐng)域建設(shè)；
ii) 購買（或租賃）現(xiàn)有海纜系統(tǒng)的能力。

2013年1月8日，利比亞國際電信公司和華為海洋網(wǎng)絡(luò)有限公司宣布完成首條利比亞全資擁有的海底光纜系統(tǒng)Silphium的建設(shè)，該系統(tǒng)可以滿足利比亞日益增長的跨國通訊需求。Silphium穿越地中海，長425公里，是世界上最長的無中繼海纜系統(tǒng)之一，這也是華為海洋在利比亞承建的第二個(gè)海纜項(xiàng)目。

對此，業(yè)內(nèi)人士表示，利比亞通訊基礎(chǔ)設(shè)施的建設(shè)將對其經(jīng)濟(jì)增長起到重要刺激作用，這對我國經(jīng)濟(jì)發(fā)展是一個(gè)很大的啟發(fā)。同時(shí)，在國內(nèi)傳統(tǒng)電線電纜行業(yè)利潤微薄的情況下，海底光纜也將為電線電纜企業(yè)帶來新的市場增長空間。

海纜或成行業(yè)新增長點(diǎn)

近年來，我國電線電纜行業(yè)年均增長達(dá)15%以上，至2007年，整個(gè)行業(yè)工業(yè)總產(chǎn)值超過4000億元，已遠(yuǎn)超美國，成為世界上最大的電線電纜生產(chǎn)國。但規(guī)模的提升帶來的卻是利潤率的下滑。2002年，我國電纜的利潤率為12.9% ，而到2007年，利潤率降至8.56%，而到了2012年1~7月份，全國電線電纜行業(yè)的平均利潤只有4.11%。

業(yè)內(nèi)人士表示，即便是這樣的利潤率還是建立在假冒偽劣、以次充好、短斤少兩的基礎(chǔ)上形成的。目前，中國電線電纜行業(yè)產(chǎn)能嚴(yán)重過剩，大部分企業(yè)在中、低端市場血拼、混戰(zhàn)，高端市場、高端品牌失守，利潤微薄。

"而利比亞首條全資擁有的海底光纜系統(tǒng)Silphium的建設(shè)完成，將給中國電線電纜企業(yè)以有益的啟發(fā)。"某電線電纜經(jīng)銷商表示，公開資料顯示，我國是一個(gè)海洋大國，擁有300萬平方公里的海域和18000公里長的海岸線，其中淺海大陸架為120萬平方公里，沿海分布有6000多個(gè)島嶼。從目前的勘探結(jié)果可以看出，我國在淺海大陸架蘊(yùn)藏著豐富的海底油田和天然氣，而在這些區(qū)域未來勢必會(huì)興建海上石油鉆井、天然氣礦井等。而這些海上鉆井與外界的通信不可能全部依靠著無線通信或者衛(wèi)星通信來進(jìn)行，行之有效的只能是海纜通信。

目前，已有數(shù)家電線電纜企業(yè)在謀劃海纜工程。其中，中天科技、亨通光電都投入大量的人力、物力。亨通光電副總經(jīng)理尹紅兵表示，海洋通信是光通信領(lǐng)域的金字塔，目前海底光電纜建設(shè)的中心已經(jīng)從歐美市場轉(zhuǎn)向亞非，帶來新的市場機(jī)遇。同時(shí)，從全球海洋通信發(fā)展的趨勢來看，相關(guān)企業(yè)必須具備系統(tǒng)集成能力，包括產(chǎn)業(yè)鏈整合及系統(tǒng)設(shè)計(jì)能力等。

長城證券表示，亨通光電海纜產(chǎn)線建設(shè)正在進(jìn)行，即將成為提升毛利潤的利器，一旦獲得成功將會(huì)為公司業(yè)績帶來沖擊性效應(yīng)和接踵而來的訂單。

阿爾卡特朗訊已與西非電纜系統(tǒng)（WACS）運(yùn)營商簽署協(xié)議，負(fù)責(zé)維護(hù)這條連接南非與葡萄牙長達(dá)9000多公里的海底電纜。

自2012年5月起，西非海纜可以連接13個(gè)非洲國家，為非洲地區(qū)提供優(yōu)越的寬帶容量，提高該地區(qū)的國際連接性。

阿爾卡特朗訊聲稱，目前，它負(fù)責(zé)維護(hù)的全球重要的海底電纜基礎(chǔ)設(shè)施超過30萬公里。

根據(jù)協(xié)議，西非海纜將加入大西洋私人維護(hù)協(xié)議（APMA），允許西非海纜的運(yùn)營商獲得阿爾卡特朗訊的維修船的準(zhǔn)入權(quán)以及經(jīng)過全面培訓(xùn)獲得資格認(rèn)證的技術(shù)人員的維修服務(wù)。

西非海纜可以提供超過5Tbps的高速帶寬。此外，它有助于開拓非洲寬帶市場，減少上網(wǎng)費(fèi)用，以及開發(fā)電子教育和電子醫(yī)療這類的網(wǎng)上交付應(yīng)用。

    準(zhǔn)確位置：絕對機(jī)密
　　今年6月中旬，英國政府公布了《數(shù)字英國》白皮書，為本國數(shù)字化通訊傳播確定發(fā)展方向。而就在康沃爾郡，一條以光速傳輸信號(hào)的雙層鎧裝OALC-4 SPDA光纜正在鋪設(shè)之中，這個(gè)項(xiàng)目名為“北阿波羅”，投資總額達(dá)2.5億英鎊。多數(shù)人或許認(rèn)為，互聯(lián)網(wǎng)數(shù)據(jù)是由衛(wèi)星傳遍世界各地的。事實(shí)上，全球90%的互聯(lián)網(wǎng)通信量是由龐大的光纜網(wǎng)絡(luò)承擔(dān)，它們?nèi)缟咭话阍诤５昨暄褦?shù)千英里。
　　世界上最繁忙的兩個(gè)互聯(lián)網(wǎng)樞紐是紐約和倫敦，而將這兩座城市連在一起的則是9條光纜。這9條光纜構(gòu)成了大西洋最新和最先進(jìn)的海底光纜系統(tǒng)。這套系統(tǒng)的功能強(qiáng)大，將來，即便其他8條光纜同時(shí)癱瘓，那一條光纜也完全可以承擔(dān)倫敦和紐約雙向互聯(lián)網(wǎng)通信量！整個(gè)光纜系統(tǒng)蔓延3800英里，一頭是紐約，另一頭則是康沃爾沙灘，令這個(gè)英國海岸的偏遠(yuǎn)角落成為整個(gè)世界最重要、最強(qiáng)大的通信樞紐。
　　由于擔(dān)心遭到恐怖分子破壞，海底光纜的準(zhǔn)確位置屬于機(jī)密。
　　光纖直徑：0.1毫米左右
　　真正的光纜本身其實(shí)并不比我們一根橡膠管更粗。但里面的8根光纖(每根光纖的直徑只有一根頭發(fā)絲粗，光纖種類不同，粗細(xì)也不同，一般在50um到150um之間)卻足以給2000萬人帶來他們所需要的帶寬。一條光纜每秒可以輸送3.2太位(Terabit)數(shù)據(jù)，完成從英國到美國來回7600英里的旅程僅需0.00072秒。它比英國家庭每秒3.6Mbps的平均寬帶速度快近一百萬倍。
　　深海光纜的結(jié)構(gòu)要求很高，光纖設(shè)在螺旋形的U形槽塑料骨架中，槽內(nèi)填滿油膏或彈性塑料體形成纖芯。纖芯周圍用高強(qiáng)度的鋼絲繞包，在繞包過程中要把所有縫隙都用防水材料填滿，再在鋼絲周圍繞包一層銅帶并焊接搭縫，使鋼絲和銅管形成一個(gè)抗壓和抗拉的聯(lián)合體，在鋼絲和銅管的外面還要再加一層聚乙烯護(hù)套。
　　“北阿波羅”雙層鎧裝光纜的速度是拜兩臺(tái)超高能激光器所賜，一臺(tái)在英國的康沃爾海灘，另一臺(tái)在美國紐約。工程師每隔30英里就要安裝一臺(tái)中繼器用以增強(qiáng)信號(hào)。

　　盡管自19世紀(jì)晚期以來，有多條海底光纜連接英國和美國，但在1956年前，這些光纜（準(zhǔn)確地說叫做電纜）只能處理摩爾代碼。后來，經(jīng)過升級，它們可以同時(shí)處理36個(gè)電話的信號(hào)。1988年隨著第一套光纖系統(tǒng)的引進(jìn)，英國通信發(fā)展出現(xiàn)了飛躍———一條光纜可以同時(shí)傳輸2500個(gè)電話信號(hào)。上世紀(jì)90年代中期，在采用了光學(xué)放大器以后，一條光纜的容量相當(dāng)于6000萬部電話。

　　一旦發(fā)現(xiàn)斷裂的光纜，出現(xiàn)故障的一端會(huì)被深海機(jī)器人或抓錨拉升到水面，盤在甲板上工具上，然后，船員開始將它們重新接起來，這是一項(xiàng)勞神費(fèi)力的工作，需要準(zhǔn)確性，并保持相當(dāng)?shù)睦潇o。在巨浪滔天的海上，船只還要去修復(fù)故障光纜，此時(shí)一切將變得更加艱難。正如維修船船長哈姆斯所說：“這是一項(xiàng)要求高超技藝的精細(xì)活�！币淮尉S修的成本一般超過50萬英鎊。
　　有些光纜可以攜帶最多192根光纖，每一根只有頭發(fā)絲般粗細(xì)，都需要以準(zhǔn)確順序重新連在一起，這項(xiàng)工作對船員體力和耐心都是個(gè)巨大考驗(yàn)。如果其中一根光纖出問題，互聯(lián)網(wǎng)用戶幾乎感覺不到這些故障，無非是網(wǎng)頁瀏覽出現(xiàn)微不足道的延遲，因?yàn)閿?shù)據(jù)會(huì)立即通過別的路線與其他光纖建立連接，直至故障得到修復(fù)。
　　海底光纜如何鋪設(shè)
　　海底光纜工程被世界各國公認(rèn)為復(fù)雜困難的大型工程。在淺海，如水深小于200米的海域纜線采用埋設(shè)，而在深海則采用敷設(shè)。水力噴射式埋設(shè)是主要的埋設(shè)方法。埋設(shè)設(shè)備的底部有幾排噴水孔，平行分布于兩側(cè)，作業(yè)時(shí)，每個(gè)孔同時(shí)向海底噴射出高壓水柱，將海底泥沙沖開，形成海纜溝；設(shè)備上部有一導(dǎo)纜孔，用來引導(dǎo)電纜（光纜）到海纜溝底部，由潮流將沖溝自動(dòng)填平。埋設(shè)設(shè)備由施工船拖曳前進(jìn)，并通過工作電纜作出各種指令。
　　●1988年，在美國與英國、法國之間敷設(shè)了越洋的海底光纜(TAT-8)系統(tǒng)，全長6700公里。這條光纜含有3對光纖，每對的傳輸速率為280Mb／s，中繼站距離為67公里。這是第一條跨越大西洋的通信海底光纜，這標(biāo)志著海底光纜時(shí)代的到來。
